Supporting knowledge into policy.

INASP has over 25 years expertise supporting Southern individuals and institutions to produce, share and use research and knowledge to transform lives. INASP’s network extends across Africa, Asia and Latin America, with partnerships in over 20 countries. It believes that locally generated knowledge and solutions are the key to solving local and global challengers. INASP promotes equity by addressing issues of power and supporting the needs of both men and women across its work. 

Politics & Ideas is a think net of researchers and practitioners to co-produce innovative knowledge and support the use of evidence in policymaking in developing countries. It is a Southern led space that is interested in discovering news ways to work with those who dare to develop new perspectives and approaches that stem from real contexts and situations. Thus, it operates as a horizontal network and partners with other organizations and persons who are open to collaboration and exchange in Latin America, Central and Eastern Europe and Africa.

INASP and Politics & Ideas formed a partnership in 2017 to put into practice their shared belief that ‘context matters’ for organizational change in the field of knowledge to policy.  There is a great deal of literature and case studies on the importance of context in the interaction between research and policy. But this understanding of how context influences knowledge use doesn’t always translate into action. We’re working to help bridge that gap.

Leandro Echt (Politics & Ideas), Vanesa Weyrauch (Politics & Ideas) and Shahenda Suliman (INASP) authored the conceptual and practical papers that inform the framework. 


We have piloted the framework with government agencies in Peru (Secretary of Public Management) and Ghana (Environmental Protection Agency), conducting diagnostic and change plans. Working in collaboration with local facilitators, our team is led by:

Vanesa Weyrauch

Co-founder of Politics & Ideas and of Animarnos, a space to promote the emergence of a new leadership. Vanesa has over 15 years’ experience in the field of policy research, specialising in Latin American think tanks. She has delivered policy influence and research communication courses with organizations in Africa, Asia and Eastern Europe, and developed methodologies to monitor policy influence for organizations including Save the Children (international), Rimisp (Chile) and ASIES (Guatemala).

Leandro Echt

Associate of Politics & Ideas. Leandro supports public agencies, think tanks and researchers to link evidence with policy decisions, particularly in developing countries, through capacity building, mentoring, programme evaluation and organisational assessments. He is a Research Associate at On Think Tanks, and was the coordinator of the Influence, Monitoring and Evaluation Program at the Argentinian think tank: Centre for the Implementation of Public Policies Promoting Equity and Growth (CIPPEC).

Emily Hayter

Programme Specialist, Evidence for Policy (Acting Head, Evidence for Policy) at INASP. Emily worked on piloting the Context Matters framework with public agencies in Ghana and Peru. She managed the DFID-funded Building Capacity for Use of Research (BCURE) programme, active in ministries and parliaments in Ghana, Uganda, South Africa and Zimbabwe. She has delivered projects for OECD, UNDP and IPU.

Clara Richards

Head of Evidence and Policy at INASP. Clara designs and implements capacity building interventions to support evidence use. She worked on piloting the Context Matters framework with public agencies in Peru and Ghana and directed the DFID-funded BCURE programme in Ghana, Uganda, South Africa and Zimbabwe. She has supported evidence-informed policy projects across Latin America, Asia and Africa and worked with the Overseas Development Institute's Research and Policy in Development programme to coordinate the Evidence Based Policy in Development Network (EBPDN).
